The Federal Foreign Office points out that in view of the worldwide COVID-19 pandemic, there are still risks associated with international travel, especially for people without full vaccination protection as well as vulnerable groups. Regulations on entry or international transport connections can change quickly with the pandemic situation.
The so-called '3G rule' has been suspended for entry into Germany, i.e. entrants no longer have to prove that they have either been vaccinated, recovered, or tested. This regulation has been extended until 7 April 2023. As regards air travel, masks must generally be worn on all flights if mask-wearing is compulsory in either the country of departure or the country of destination. The implementation is enforced by the operating airline and may therefore vary. Travellers are advised to carry at least one mask with them at all times. Prior to Entry
Borders have reopened to foreign nationals and international air traffic has also resumed. At present, the stay is limited to the booked resort. Temperature checks are conducted and random tests might be carried out. If incoming passengers display covid-19 symptoms, they will have to take a corona test at their own expense. All passengers are required to complete an 'Immigration Arrival Card' when arriving in the Maldives.
Confirmed accommodation bookings as well as a Health Declaration must be provided on arrival. The health declaration must be completed online within 96 hours of departure. All passengers are required to complete an 'Immigration Arrival Card' when arriving in the Maldives.

Transits in the Maldives are possible, if the transit is longer than one day you have to check into a transit hotel.
Children and minors are not generally exempt in case testing requirements apply.
Travellers with COVID-19 symptoms must be tested again at the arrival airport for a fee. Random testing may take place free of charge on arrival.
All travellers are recommended to undergo a PCR test within 3 to 5 days after arrival.
If provided by the test centre or pharmacy, the COVID test certificate should contain the passport/ID number of the passenger(s), as this is required by some airlines for transportation. Please note that some countries generally only accept a laboratory-based »RT-PCR« test for entry. Other PCR tests such as Express PCR test, PoC PCR test or PCR rapid test may lead to refusal of entry.
Travellers entering the Maldives on a Tourist Visa are not required to quarantine.
However, incoming travellers testing positive on arrival due to symptoms or random testing will be subject to quarantine for 3 to 14 days.
The costs for quarantine and tests must be borne by the travellers. The Federal Foreign Office therefore recommends taking out additional insurance.
In most cases, travellers are considered fully vaccinated if they have completed the primary vaccination series, i.e. having received two doses of an authorized two-dose-vaccine or one dose of an authorized single-dose vaccine.
Only the relevant embassies, consulates and national authorities can provide binding information on which vaccines are accepted for entering a country.

The state of public health emergency in the Maldives has been revoked.
Domestic travel restrictions vary depending on a person's vaccination status, as well as on the positivity rate and vaccination coverage in departing and destination islands:
Fully vaccinated travellers may travel to their destination island without pre-departure testing and quarantine if:
- 60% of the island population aged 12 and above is fully vaccinated;
- 95% of all employees in the island tourism sector are fully vaccinated;
- 90% of the island population over the age of 65 years is fully vaccinated
The government's COVID-19 website provides an overview of positivity rates and islands under monitoring.
Since 10 January, vaccinated persons too are subject to restrictions when travelling from Greater Malé to other islands (see 'eased restrictions'). Unvaccinated travellers require permission from authorities, which is to be obtained from the "Haalubelun" portal.
Wearing a mask is recommended, but it is only mandatory in medical facilities.
Shops and markets have reopened.
Catering establishments can open.
The majority of hotels and resorts in the Maldives are open, an overview is provided by the country's Ministry of Tourism on its website.
Unvaccinated or partially vaccinated travellers are permitted to stay in tourist accommodation on inhabited islands provided that more than 60% of the local population is vaccinated since 14 days.
Gyms as well as recreational and cultural facilities are allowed to open in compliance with distance and hygiene rules.
Ferry travel between islands without confirmed COVID cases is no longer restricted.
International passenger traffic has resumed, domestic flights between COVID-free islands are available. The country's aviation authority has called on airlines to make it compulsory for passengers to wear face masks on board. Masks are also compulsory at Male' airport itself.
In the Maldives, the TraceEkee tracing app can be downloaded for contact tracing.
For planned stays in multiple resorts and COVID-free islands, a so-called 'split stay' can be applied for by sending an e-mail to splitstays@tourism.gov.mv.
In case of a positive test in the country, a quarantine of 7 days must be observed. Fully vaccinated people do not have to. Details are provided by the authorities.
Departure
Entry/return to Germany
For travellers entering from a risk-free area, there is no obligation to register online before returning to Germany. The exact regulations are available on the Ministry of Health‘s information sheet.

There is no obligation to test before entering Germany.
Since May 2022, no proof of a negative test, a vaccination or recovery is required, in order to enter Germany.

Recovered persons are exempt from quarantine and testing obligations nationwide, area of active circulation of highly contagious virus variants. Those who have recovered need proof of a positive PCR test (or other nucleic acid detection) at least 28 days and no more than 3 months ago.
